The purpose of the Eastern Basin Structure Plan and the Northern and Western Basin Structure Plan (commonly referred to as the Western Structure Plan), is to identify the best way to provide for expected population and employment growth over the next 50 years. These documents identify a preferred growth option for each area based on a range of considerations, including feedback received from earlier consultation with the community.
At this stage the eastern and western structure plans are separate pieces of research. Following on from this round of community consultation, they will be brought together to form a single structure plan for the Rotorua Basin. It is also important to note that in their current form the structure plans have no statutory weight, and will only be given effect through the District Plan review.
The Eastern Basin Structure Plan covers the Ngapuna, Lynmore andBrunswick Park areas, and provides for an additional 1750 households by 2051, as well as identifying around 40 additional hectares of land for businesses around the airport.
The Eastern Basin Structure Plan has been provided as a main document with an addendum report for an additional development option. There are also maps that can be viewed separately for better clarity. These maps have been given figure numbers and titles that match the maps in the document

The Western Basin Structure Plan covers Kaharoa, Hamurana, Ngongotaha and the western hills above the city, and provides for an additional 1600 households by 2051, as well as around 12 hectares of employment land at Ngongotaha and Hamurana.
This report has been separated into text and maps to reduce it's overall size. The maps are referred to in the text and may be viewed separately.

Appendix 1 - Dairy Areas
Bringing activity back to the city centre has been a long standing objective for the community and Council. Last year the Urban Design Framework was released for public comment and detailed a range of measures that could be put in place for specific areas or precincts of the city centre.
The Urban Design Framework has influenced the zones and draft district rules for the City Centre, which are located in Part 5 of the draft.

A lot of consultation with the Rotorua community was undertaken to identify the issues the draft district plan needed to address. The outcomes of this consultation is summarised in a report titled "Towards a New District Plan."
