Pascaline Savage

Policy Administration Assistant

Pasky provides administration support to the Manager Planning Services and the Policy Planning Team. Pasky's main job in the review is data control and formatting the new chapters.

Liam Dagg

Manager Planning Services

Liam has managed the policy team since 2007. As overall project manager of the plan review process with the Manager Planning Services, Liam has been involved with every aspect of the district plan, but with a particular focus on the new innovation and enterprise chapter and natural hazards.

Joanne Watts

Best Practice Advisor

Joanne has been with Council since the last district plan review and her extensive experience in resource management in Rotorua benefits a number of district plan working groups. She led the review of the Hazardous Substances chapter and has major input to the Subdivision, Natural Hazards and Definitions chapters.

Paulina Wilhelm

Senior Policy Planner

Paulina joined the policy team in 2008 from a similar role at Taupo District Council. Paulina led the review of the current plan chapters that included Tourism and Events, Reserves and Recreation, Financial Contributions and Commercial. Paulina had also begun building the framework for the draft plan's new chapters such as City Centre and Innovation and Enterprise before leaving to expand her family. Paulina's main project now is the preparation of the Section 32 report.

Rebecca Jull

Senior Policy Planner

Rebecca joined the policy team from the consents in 2010. Rebecca manages the zone chapters, which include Residential, City Centre, Commercial, Industrial, Innovation and Enterprise, Airport, Rural, Reserves and Recreation and Infrastructure and Transport. Rebecca also contributed significantly to the production of the City Centre Design Guideline and the approved development plans and therefore manages the city Design Guide in Appendix 6 and approved development plans in Appendix 5.

Tammy McMahon

Senior Policy Planner

Tammy also joined the policy team from the consents in 2010. Tammy manages the district wide chapters which comprise the district overview and statutory framework, Issues of Importance to Maori, Matters of National Importance, Subdivision, Natural Hazards, Financial Contributions and Hazardous Substances. Tammy is also responsible for the appendices for Cultural and Natural Heritage.


Anabella Vidal

Environmental Planner / State of the Environment Monitoring

Anabella joined the Planning Services team in 2005 and has worked on district plan monitoring and the state of the environment report. Anabella laid the foundations of the Rural, Issues of Importance to Maori and Matters of National Importance chapters and is now focusing on preparing the 2012 State of the Environment report.

Simon Thurston

Policy Planner

Simon has co-ordinated the production of the district plan maps in conjunction with Council's GIS team, and has been responsible for managing the signage provisions research project, the acoustics research and contributed significantly to the review of the cultural and natural heritage appendices and scheduled sites.

Ella Jonker

Policy Planner

Ella joined Council in January 2010. Ella worked as planner in both the local government and private sector in South Africa. Ella is lead the way in the review of designations, the preparation of the Natural Hazards, Industrial and Infrastructure chapters, and the transportation appendix. Ella's primary focus is now on Designations, the Roading Hierarchy and the Parking and Turning provisions in the appendices.
