The purpose of this paper is to make recommendations on the role that urban design could have in the proposed District plan.

While ‘urban design’ as a concept is relatively new, this paper will demonstrate that it is town planning by another name. There is a possibility that urban design may obtain legal recognition through the second phase of RMA reforms being considered by Government.

Urban design is a catch-all term for a range of measures that aim for proactive rather than reactive solutions to the management of environmental effects.
