The draft district plan is made up of three major components:

The six appendices are located at the end of the plan following the 18 parts (chapters).
The first two appendices comprise the cultural heritage (Appendix one) and natural heritage inventories (Appendix two), which list all the features and sites within the district.

Appendix three includes information on all designations in the district.

Appendix four, Transport includes information on the roading hierarchy, parking and turning provisions and guidelines for Traffic Impact Assessments. The latter was prepared by consultants McCormack Rankin and Cagney.

Appendix five includes approved development plans for a number of areas in the district where specific types of development are anticipated. These include Rotorua Central, the Scion campus, Waipa valley, Whangamoa Trust land near Otaramarae and the Rotorua airport. Appendix five needs to be read in conjunction with a number of zone chapters including Part 8 Innovation and Enterprise, Part 9 Airport and Part 10 Rural.

Appendix six is the City Design Guide that supports the policy framework in the Part 5 City Centre chapter. The Guide was prepared by architects Brewer Davidson and Associates.
